KENDAL, inspiratif.online – Rapat Koordinasi Edukasi Penempatan PMI Non Pemerintah di Aula Shinta Disperinaker, Kamis (4/12/2025), membuka kembali persoalan lama yang tak kunjung tuntas: rendahnya kualitas dan kesiapan tenaga kerja Kendal untuk menembus sektor formal luar negeri.

Kepala Disperinaker Kendal, Cicik Sulastri, S.H., M.A., menyampaikan fakta keras bahwa 82 persen PMI Kendal masih bekerja sebagai pembantu rumah tangga. Hanya 18 persen yang tembus sektor formal.

“Kita tidak bisa terus berada di zona nyaman. Syarat bahasa, keterampilan, dan disiplin harus naik kelas kalau ingin masuk pasar kerja formal yang menawarkan perlindungan lebih baik,” tegasnya.

Cicik menyoroti bahwa lonjakan peluang kerja luar negeri tak akan berarti tanpa pembenahan pelatihan di sekolah, BLK, maupun lembaga kursus.

Kawasan Industri Kendal pun dinilai belum berperan maksimal sebagai ruang persiapan tenaga kerja lokal.Perwakilan KP2MI, Fitroh Anggoro, mengurai ketimpangan skema penempatan.

“Sektor formal baru 40 persen. Mayoritas 60 persen masih di pemberi kerja individu. Celahnya ada di kualitas pekerja yang belum siap tampung,” jelasnya sembari memaparkan bahwa kebutuhan tenaga kerja terus berubah dan dapat dipantau secara real-time melalui sistem KP2MI.

Data penyerapan PMI global menunjukkan pasar yang sebenarnya sangat besar: Taiwan 122.313, Malaysia 8.578, Turki 4.308, Bulgaria 3.649, Kroasia 125.637, dan sejumlah negara lain di Eropa maupun Timur Tengah.

Dari sektor pendidikan, perwakilan BKK SMK HM, Andi Purnomo, mengakui persoalan mendasar pada kesiapan siswa.

“Pemahaman prosedur, legalitas, dan kesiapan mental masih timpang. Kami dorong koordinasi dengan provinsi agar informasi kebutuhan tenaga kerja lebih akurat,” ujarnya.

Beberapa narasumber juga menyebutkan bahwa alumni Kendal telah tersebar di Jepang, Eropa, Malaysia, hingga Timur Tengah, namun pendataan yang belum rapi membuat pemetaan peluang belum optimal.

Diskusi itu menegaskan satu hal: persoalan PMI bukan sekadar membuka jalur keberangkatan, tetapi meningkatkan kualitas manusia yang dikirim.

Tanpa reformasi pelatihan dan sinergi serius antara dinas, sekolah, dan industri, ambisi Kendal untuk meningkatkan penempatan PMI formal hanya akan menjadi slogan tanpa hasil nyata.***
